New pilot for Lace Walk car park

New scheme to extend maximum stay.

Lace Walk car park in Honiton has been selected as a pilot to trial a new scheme.

East Devon district councillor Phil Twiss told Honiton Town Council last week that from April 1 the maximum stay will be extended from three hours to four.

Lace Walk is one of three car parks in East Devon chosen to pilot the scheme.

Cllr Twiss advised that, if the pilot worked, it would be rolled out to other car parks in the district.

As part of the pilot, the district council will be introducing a flat rate charge of £1, which will be in operation from 3pm on Saturday until 8am on Monday - this will allow motorists to remain in the car park for that time for £1.

Cllr Twiss said: “Our peak parking period is from 9am until 3pm and the revenue is pretty constant.

“We cannot afford to give away our prize parking between 9am and 3pm.

He added: “Part of the thinking behind this was not to decrease the churn.

“What we don’t want to do is to encourage cars to block those spaces.”

The meeting heard permits will be kept to a maximum stay of three not four hours.

Cllr Twiss said: “We are finding ways of encouraging people to spend more time on our high street.”

Councillor Mike Allen said Honiton and District Chamber of Commerce and Industry felt strongly that a pay on exit system would be better in the town and Councillor Liz Tirard asked if this option would be available.

Cllr Twiss added: “It would be great to have, but we have practical considerations we have to take into account, not least is the cost, which is horrific.”

Councillor John Zarczynski felt a pay on exit system would be a benefit for the town and increase revenue for the district council, as the recently introduced text option of paying for parking was not an easy option for elderly residents.

Cllr Twiss said: “If we can get a cheque for £75,000 we will be happy to roll it out. We have to cut the cloth that we are afforded. That’s the ideal situation.”

Business leaders have supported the increase in the maximum stay.
