Construction of Feniton's Flood Alleviation Scheme has been pushed back to mid-summer 2024.
East Devon District Council (EDDC), along with its partners, announced this delay due to ongoing risks with the initiative.
EDDC has since adequately prepared the site for construction, clearing the surrounding environment and installing utilities.
The council has unveiled new designs for the scheme which promise more effective protection against flooding.
Despite increased project costs, a decision regarding financial assistance from two additional funding sources is expected within a month.
EDDC is actively addressing a planning objection in conjunction with a partner, following which associated tasks can be embarked upon.
The council remains eager to begin on-site work independent of this planning permission, arranging subsequent project phases.
Earlier technical surveys by EDDC engineers unveiled a faulty design of the railway crossing culvert.
This was attributed to a slip-up in drawings by designers associated with Network Rail.
Rectification efforts are underway with the designers, who are expected to rebuild at least one chamber.
Additional railway line closures are not foreseen.
EDDC’s engineering projects manager said: "EDDC is working all hours to get this scheme on-site this summer.
"I am hopeful all outstanding risks will be resolved soon, and we can deliver this long-awaited project."
