How can Honiton Town Council borrow money without asking the very people who will have to pay it back? They may well want to hire somewhere cheaper than the proposed community centre - like the Mackarness Hall, The Legion or village halls to keep costs to the minimum. In this present climate, people may not have spare cash to rent the facilities or attend the range of amenities on offer.
