THE Public Works Loan Board cannot approve a 975,000 loan towards the cost of developing the Beehive Community Centre in Honiton until planning permission for the building has been approved by East Devon District Council.
Town clerk Lyn Hargood told the annual meeting of electors that the centre's business plan will be scrutinised by the board before a loan decision is reached.
The meeting also heard that the rate of interest to be paid on the loan will be fixed for the entire repayment period, meaning Honiton Town Council would not have to pay more when interest rates rise.
