Concern was raised about the crime figures in Honiton, after it was reported that some more serious offences had taken place.
PC Ian Atyeo said he was unable to give details about a rape and a sexual assault that took place in the last four weeks.
PC Atyeo also said there had been a drugs raid which led to the seizure of heroin.
He said the early morning raid had led to four arrests.
He said the drugs would be analysed to see if they were from the same source, which could lead to a charge of possession with intent to supply.
Although reported crime was down, their serious nature was a cause for concern for Councillor Sally Casson.
