ALLEGATIONS of "substances" being passed around in a hallway at a block of flats in Honiton were aired at a Honiton Town Council meeting last week.Councillor Peter Halse said he had been made aware of a recent disturbance at Custance House, in Queen Street, and that complaints had been made that substances were being exchanged in the corridors of the social housing complex.PC Ian Atyeo, Neighbourhood Beat Manager, told councillors: "I am aware of an incident. It is linked to on-going inquiries.
