Mrs Newman, who owns Beauchamp Place, in High Street, is concerned that charges in Topsham are just 70p for two hours while, in Honiton, they have soared to �1 an hour.

"In Mid Devon, charges are 80p for two hours at car parks in Cullompton and Tiverton," she said.

"And, I believe, West Dorset District Council, has reduced some of its charges.

"My rates have gone up by �1,000 this year - that is a 25 per cent increase."

Mrs Newman is concerned that East Devon District Council has increased parking charges while producing a quarterly full-colour brochure.

"Why are they wasting our money on something that I, personally, don't want, don't need and don't even look at?"

An East Devon District Council spokesman said: "The East Devon Talk magazine is going online from the next issue."

He pointed out that printed versions had been in colour, but on thin matt paper, unlike the lifestyle and hobby magazines people buy in the newsagents or the brochures you get from travel agents.
