SEATON residents are angry at dog owners who are failing to clean up after their pets.East Devon District Council's Environmental Health Service has received complaints over increased dog fouling in Harepath Road - especially around the health centre and primary school. Young mum Emma Taylor said she is fed up with her buggy wheels getting covered in dog mess and says many children are treading in it on their way to and from school.Blind resident John Barrington-Rowell said he has had to resort to leaving his cane in a jar of disinfectant as it regularly becomes covered by dog faeces. EDDC enforcement officers have carried out plain clothes patrols and investigations at various times of the day, sometimes starting at 6am.The officers and dog warden are still to discover who is responsible and at what time of the day the fouling is happening.Anyone with information can contact the council in confidence on (01395) 517456.Officers will continue to visit the area at various times of the day and anyone caught allowing their dog to foul will be issued with a fixed penalty ticket of �50 or up to �1,000 if convicted by a court.
