EAST Devon District Council is proposing that dogs be kept on leads in the parks and playing fields of Honiton due to dog fouling. They state that "a small number of inconsiderate dog owners who do not clear up after their dogs cause problems for the community in general". Please can someone explain to me how they intend to police this, how this will encourage the minority to become more responsible and why the considerate majority should be penalised and their dogs not be able to enjoy the freedom of local amenities?Myself and many others have only heard of this plan via conversations with other dog owners so I can only assume that this has not been well publicised.
