ARE police being "too social" when it comes to dealing with young troublemakers? That was a question put to a police authority liaison meeting in Honiton last week, when a member of the public suggested legal action can sometimes be put off for too long.Inspector Jim Gale replied: "There is a balance to be struck. We have got to be very careful not to criminalise people just because they are youths.
