Jurassic Coast Coffee Limited, a franchisee of Costa Coffee, is seeking planning permission to change the use of the former Threshers shop, in High Street.
But members of Honiton Town Council’s planning committee are concerned storage of waste could impact on residents of neighbouring Angel Mews.
A site visit is to be carried before a recommendation is passed to East Devon District Council.
