A BROKEN 22-year-old climbing frame in Allhallows play area, Honiton, will be replaced at a cost of �20,000.

East Devon District Council's executive on Wednesday backed the expenditure - but before being bought councillors have asked to vet the equipment.

A council report says that the existing large climbing frame has "reached the end of its safe and economic life".

Sections have been removed because of safety fears over the years to such an extent that there is very little left - its 'play value' has been categorised as 'low'.

But despite the potential for short-term savings, EDDC refused to go for the cheapest solution. They are instead opting to buy the new equipment using the 'play value' method which measures a piece of equipment's value by measuring the number of activities it offers.

Cllr Vivienne Ash, of Honiton St Paul's ward, said: "Please can we have a consultation with ward members before the equipment is procured?"

Councillor Mike Green said: "We are supposed to be making things more valid to people's lives. What is the point of putting something in that local people don't really want?

"If the kids help choose the equipment there will be more pride and civic pride, and less vandalism and a greater feeling of ownership."

The money will come out of the remainder of play equipment budget for 2009/21010 which stands at �36,300.
