TOWN councillors have shied away from a proposal to take over ownership of the Glen.
The beauty spot is already being regenerated, thanks to the town council, but was neglected "over a long period", councillors heard.
Speaking at a meeting of Honiton Town Council's policy committee, Councillor Alf Boom proposed ownership of the Glen be transferred from East Devon District Council.
The proposal was backed by Councillor Roy Coombs, after Councillor Boom said the town council could take it on as part of an asset transfer.
But other councillors were not convinced.
Committee chairman Councillor Vernon Whitlock said: "The Glen was neglected over a long period of time.
"If Honiton Town Council had not acted, there wouldn't have been much change."
East Devon District Council has targeted the Glen in its list of cutbacks. It wants to save money by reducing its operational support for the area's regeneration.
However, the authority has promised to maintain support for three volunteer sessions at the beauty spot during 2010.
