Devon and Cornwall probation service has issued a prison recall making him arrestable on sight.
Smith is described as a white male, slim build, clean shaven with short, light brown hair.
He has links to the Torbay and Dartmouth areas.
Police are appealing for anyone who has had recent contact with him to come forward and assist by calling Crimestoppers, anonymously, on 0800 555111 quoting reference 357 020410.
