The town council is to request a meeting with representatives of all NHS services - to demand a halt to the centralisation of care.
At a meeting on Monday night, councillors expressed grave concerns about the downgrading of post-natal care at Honiton Community Hospital.
"It is quite obvious that it is going to be downgraded," said town and district councillor Peter Halse.
News that the maternity ward is to be downgraded to 'birthing unit' status from April 1 comes on top of serious concerns about the long-term future of The Bungalow.
Former mayor Councillor Sally Casson said: "We are in extreme danger of losing first class facilities."
Councillor Alf Boom described the changes to post-natal care as "enormously worrying".
"Many of the doctors, locally, are deeply concerned and it is something this council should do something about," he said.
"I don't think it is at all satisfactory. Services in Honiton are being diminished.
