Plans submitted for block of nine flats and new shops in Seaton as regeneration efforts continue

Plans have been lodged to continue regeneration efforts in Seaton by constructing a block of nine flats in the heart of the town.
The scheme, outlined by NDM Architects, would see two existing buildings in Vintage Courtyard, between Fore Street and Marine Parade, knocked down.
A 312m² block consisting of nine flats and two retail units would be raised in their place, served by basement parking for 12 cars and a large storage area.
The application said: “Small independent retailers occupying the [existing] retail units have struggled to succeed in this hidden location with the result that the units have typically remained empty for many years.
“The courtyard and the shops therein, are not very visible from the main pedestrian thoroughfare and hence the shop units do not generate much passing interest.

“The courtyard does also have an unfortunate local reputation, being used at night for various anti-social behaviours.”
Under the plans, the flats will comprise a one-bed and three-bed each, with seven two-bed units, spread across three floors.

The third floor would be the penthouse, boasting three double bedrooms and exiting onto an ‘extensive’ roof terrace area.
The application proposes the building to be constructed to the rear of Marine Parade.
It added: “The opening up of the courtyard area and creation of the walkthrough [from Fore Street to the Co-op car park] will enhance what is currently an eyesore to the conservation area, creating a pleasant, open yet enclosed, space and upgraded retail units.
“The scheme as a whole increases the viability of under and/or poorly utilised spaces and will create a well thought through addition to the existing conservation area.”
The application said the new pedestrian route would ‘remove the opportunity’ for anti-social behaviour and provide two improved commercial units in a town centre location.
A heritage statement added: “The area surrounding the site has been re-developed in recent years to provide a restaurant, housing and gym and office space - all of which are of a contemporary design which this development continues. [It] will enhance a run down area of the town centre.”
The plans will be determined by planners at East Devon District Council at a future meeting.
