They were apprehended at Beer Quarry car park following a special operation by local officers.
Seaton neighbourhood beat officer PC Steve Speariett said the team had been keeping a close watch on local crime hotspots which paid off when the two suspects were stopped on October 10.
He said: “The two are suspected of committing car crime throughout the southwest and are currently under investigation.

PC Speariett said beauty spot thefts from cars had considerably decreased in October.
