But all off-licenses in Seaton, Beer and Colyton refused to sell alcohol to underage youths.
Sergeant Richard Stonecliffe said: "We are very pleased with the outcome on the latest operation. When we last conducted this activity in autumn, two off-licenses sold alcohol to underage people and received a fixed penalty notice for �80.
