Bigotry is what should be excluded.
On the topic of prayers before council meetings, I personally believe that everyone has a right to their own opinion and, speaking as a Christian of many years with friends of all religions and none, I think that it is inappropriate for fundamentalists of any religion (including evangelical-fundamentalist Christians) to be praying in council chambers because of their direct opposition to diversity of which the government itself has clear guidelines.
This includes the opposition of bigotry of any kind. As a society, we should be upholding mutual inclusivity, whilst excluding any form of bigotry.
