WHEN is public consultation not consultation? When it takes the form of an "insult-ation", according to town and district councillor Peter Halse.He told town councillors at a meeting last week that he was concerned about consultations carried out by the NHS in Devon.In particular, he was concerned about the way parking charges have been introduced at community hospitals, including the one in Honiton."I don't call them consultations," he said. "I call them insult-ations. Often, they are telling us, not consulting with us.
