CONTROVERSIAL speed bumps along a section of road in Honiton have been removed because they are 'illegal', it has emerged.The traffic calming measures, described by town councillor Roy Coombs as "a failed strategy from the start", were dug up by contractors working for Devon County Council after a nail from one of them ripped a brake pipe off a passing car.County councillor Roger Boote says the bumps, between Copper Castle and Waterleat Avenue, had caused an accident."They will be replaced with legal, modern humps made of tarmac," he told Honiton Town Council's April meeting on Monday night.However, the humps have been removed from just one part of the notorious rat run - because Devon County Council has only adopted part of the road.The other humps remain the responsibility of a developer, who installed them.Councillor Coombs asked: "Will it be possible for motorists to drive between the new ones?""Yes," Councillor Boote replied. "It is a Government requirement for emergency vehicles."The meeting heard residents are concerned about speeding traffic along Waterleat Avenue and that they want a speed restriction enforced along the route.
