Cllr Peter Burrows is to appear before the East Devon District Council board today (Wednesday, September 16) following a complaint on September 1.
Cllr Burrows was told in a letter by EDDC that the complaint involved failing to comply with the authority's Code of Conduct.
It stated that the areas highlighted included "you must treat others with respect,' and 'you must not bring your office or authority into disrepute while acting in your official capacity".
Deputy chief executive and monitoring officer Denise Lyon wrote: "I intend to let you know who the complainant is, but cannot do so until they have had the opportunity to tell me if, and why, their identity should not be disclosed."
Cllr Burrows told the Herald: "If the truth comes out, the people of Seaton should know.
