Traffic is being diverted off the south-bound section of the dual carriageway at Daisymount.
The accident has occurred near Exeter Airport.
An eye witness told the Herald that at least 15 people from cars involved were left standing on an embankment.
He claimed passing motorists on the north bound section of the A30 were then also involved in a collision.
