A HONITON pensioner says pavements in the town centre were too dangerous to use, in places, following the recent severe snow event.Jim Kendall, 87, a former employee of Honiton Borough Council, believes shopkeepers should have been made responsible for clearing ice from pavements outside their premises."It used to be a general policy that all shopkeepers were responsible for clearing any debris from their frontages," he said."They were allowed to sweep debris into the highway. It was then cleared by council workmen. I was approached by quite a few people in Honiton who enquired when that understanding was rescinded."Two shopkeepers in New Street did clear the pavement outside their shops - the fish monger and The Paper Shop."Mr Kendall said many pensioners were too frightened to venture out in the conditions.Some of those who did walked in the road.He said: "I have seen so many things change in Honiton for the worse.
