Two used condoms were found at the side of the Tourist Information Centre, in Lace Walk car park, last Wednesday.
A disgusted passerby told the Midweek Herald: "Whatever next! This is worse than dog owners not clearing up after their pets."
The condoms were found just yards away from a public litter bin.
