This, as I understand it, is not the case. They will merely make the land available and it will be up to a developer to build on it

This part of the site will need the most building up and be the most expensive to develop.

This will surely make "affordable" housing unrealistic, but, by then, Tesco hope to have built their supermarket, also any disruption, noise etc, can be blamed on the developer of this land and not Tesco.

Seaton needs to attract more visitors. That is a fact, but the only way is to have something surrounding towns do not have. There is already an over-abundance of Tesco stores across East Devon, so people who have one on their doorstep are not going to go to Seaton. I shop at Sainsbury's, in Exeter, once a month for my main shopping. If there is a store in Seaton, I will go there and cut my carbon footprint and also visit other shops in Seaton, while I am there. I will not be alone. I already have a Tesco in Axminster so would not catch a free bus to shop in Seaton....why would I?
