It would be nice to think that East Devon District Council is looking after the interests of the shops, and the people of Honiton and the surrounding areas, instead of worrying about how to close them all down.

I do not think anyone, in a time of money shortage, would want to pay more for parking.
I stopped shopping in Honiton at the last increase. The High Street is full of people parking for free, thus double parking and causing blockages and accidents.
Dowell Street is like going down the snake on a game board.
Most of the independent shops have turned into charity shops, few independent traders are able to survive and the council seems to spend its time wondering how to waste more money.
Perhaps a complete new set of council officers would be the answer.
